"Or rather, for whomever the life-faculty arises, does the eye-faculty arise for that one?"
"For those without eyes who are being reborn, the life-faculty arises for them, but the eye-faculty does not arise for them. For those with eyes who are being reborn, for them both the life-faculty arises and the eye-faculty arises."
