[1666] Dependent on a phenomenon (dhamma) that is defiled and subject to defilement (saṅkiliṭṭha-saṅkilesika), a phenomenon that is defiled and subject to defilement arises, not by root condition (na-hetu-paccaya): Dependent on the aggregates (khandhā) accompanied by doubt (vicikicchā), accompanied by restlessness (uddhacca), there arises delusion (moha) accompanied by doubt, accompanied by restlessness.
