[109] Conditioned by a phenomenon (dhamma) with thought-conception and discursive thought (savitakka-savicāra), a phenomenon with thought-conception and discursive thought … by not-kamma condition (na-kamma-paccaya): Conditioned by aggregates (khandhā) with thought-conception and discursive thought, volition (cetanā) with thought-conception and discursive thought arises. Conditioned by a phenomenon without thought-conception and with discursive thought only (avitakka-vicāramatta), … volition without thought-conception and with discursive thought only; volition with thought-conception and discursive thought.
