[88] Dependent on a phenomenon (dhamma) with thought-conception (vitakka) and discursive thought (vicāra) and on a phenomenon without thought-conception, with discursive thought only, there arises a phenomenon with thought-conception and discursive thought, not by kamma condition (na-kammapaccayā):
Dependent on the aggregates (khandhā) with thought-conception and discursive thought and on thought-conception, volition (cetanā) with thought-conception and discursive thought arises.
