[63] Dependent on a phenomenon (dhamma) with thought-conception and discursive thought (savitakka-savicāra) and on a phenomenon without thought-conception but with mere discursive thought (avitakka-vicāramatta), there arise phenomena with thought-conception and discursive thought and phenomena without thought-conception and without discursive thought (avitakka-avicāra) — by way of not-root condition (na-hetupaccaya).
