[87] Dependent on a phenomenon (dhamma) that is without thought-conception but with only discursive thought (avitakka-vicāramatta) and on a phenomenon that is without thought-conception and without discursive thought (avitakka-avicāra), there arises a phenomenon that is without thought-conception but with only discursive thought, by way of a condition that is not kamma condition (na-kammapaccaya): Volition (cetanā) that is without thought-conception but with only discursive thought arises dependent on the aggregates (khandha) that are without thought-conception but with only discursive thought, and on discursive thought (vicāra).
