[84] Dependent on a phenomenon (dhamma) accompanied by thought-conception and discursive thought (savitakka-savicāra), a phenomenon accompanied by thought-conception and discursive thought arises, not by kamma condition (na-kamma-paccaya):
Dependent on the aggregates (khandha) accompanied by thought-conception and discursive thought, there arises volition (cetanā) accompanied by thought-conception and discursive thought.
