[594] Dependent on a phenomenon (dhamma) to be abandoned by mental development (bhāvanā), a phenomenon to be abandoned by mental development arises, not by root condition (hetu-paccaya): Dependent on the aggregates (khandhā) accompanied by restlessness (uddhacca), [there arises] delusion (moha) accompanied by restlessness.
