[631] Dependent on a phenomenon (dhamma) to be abandoned by development (bhāvanāya pahātabba), a phenomenon to be abandoned by development arises, not by root condition (na-hetupaccaya): Dependent on the aggregates accompanied by restlessness, [there arises] delusion accompanied by restlessness.
