[789] In dependence on a phenomenon (dhamma) whose root is to be abandoned by development (bhāvanāya-pahātabbahetuka), a phenomenon whose root is to be abandoned neither by seeing nor by development (nevadassanena-nabhāvanāya-pahātabbahetuka) arises — not by root condition (na-hetupaccayā). In dependence on the aggregates (khandha) accompanied by restlessness (uddhacca), [there arises] delusion (moha) accompanied by restlessness.
