[841] Conditioned by a phenomenon (dhamma) having a root to be abandoned by development (bhāvanāya-pahātabba-hetuka) and a phenomenon having a root to be abandoned neither by seeing nor by development (neva-dassanena-na-bhāvanāya-pahātabba-hetuka), there arises a phenomenon having a root to be abandoned neither by seeing nor by development, not by root condition (na-hetu-paccayā): Conditioned by the aggregates (khandhā) accompanied by restlessness (uddhacca) and the base (vatthu), [there arises] delusion (moha) accompanied by restlessness.
