[837] In dependence on a phenomenon (dhamma) whose root is to be abandoned by seeing (dassanena-pahātabba-hetuka), a phenomenon whose root is to be abandoned neither by seeing nor by development (neva-dassanena-na-bhāvanāya-pahātabba-hetuka) arises, not by root condition (na-hetu-paccaya). In dependence on the aggregates (khandhā) accompanied by doubt (vicikicchā), [there arises] delusion (moha) accompanied by doubt.
