[838] In dependence on a phenomenon (dhamma) whose root is to be abandoned by development (bhāvanāya pahātabbahetuka), a phenomenon whose root is to be abandoned neither by seeing nor by development (nevadassanena nabhāvanāya pahātabbahetuka) … In dependence on the aggregates (khandhā) accompanied by restlessness (uddhacca), [there arises] delusion (moha) accompanied by restlessness.
