[803] Dependent on a phenomenon (dhamma) with roots to be abandoned neither by seeing nor by development (nevadassanena-nabhāvanāya-pahātabbahetuka), a phenomenon with roots to be abandoned neither by seeing nor by development … not by kamma condition (na-kamma-paccaya).
That is, dependent on aggregates (khandhā) with roots to be abandoned neither by seeing nor by development, there arises volition (cetanā) with roots to be abandoned neither by seeing nor by development. External [form] … [form] originated from nutriment … [form] originated from temperature …
Dependent on a phenomenon with roots to be abandoned neither by seeing nor by development, a phenomenon with roots to be abandoned by seeing (dassanena-pahātabbahetuka) … not by kamma condition.
That is, dependent on delusion (moha) accompanied by doubt (vicikicchā), there arises the associated (sampayuttaka) volition.
