[805] Dependent on a phenomenon (dhamma) whose root is to be abandoned by development (bhāvanāya-pahātabbahetuka) and a phenomenon whose root is to be abandoned neither by seeing nor by development (nevadassanena-nabhāvanāya-pahātabbahetuka), a phenomenon whose root is to be abandoned by development arises, not by kamma condition (na kamma-paccayā): Namely, the associated volition (sampayuttā cetanā), dependent on the aggregates (khandhā) accompanied by restlessness (uddhacca) and on delusion (moha).
