[852] Dependent on a phenomenon (dhamma) whose root is to be abandoned by development (bhāvanāya-pahātabbahetuka) and a phenomenon whose root is to be abandoned neither by seeing nor by development (nevadassanena-nabhāvanāya-pahātabbahetuka), there arises a phenomenon whose root is to be abandoned by development, not by kamma condition (na-kammapaccayā): Dependent on the aggregates (khandhā) whose root is to be abandoned by development and on the base (vatthu), [there arises] volition (cetanā) whose root is to be abandoned by development; dependent on the aggregates accompanied by restlessness (uddhacca) and on delusion (moha), [there arises] the associated volition.
