[849] Conditioned by a phenomenon (dhamma) with root to be abandoned by development (bhāvanāya-pahātabbahetuka), there arises a phenomenon with root to be abandoned by development, not by kamma condition (na-kammapaccaya): Conditioned by aggregates (khandhā) with root to be abandoned by development, [there arises] volition (cetanā) with root to be abandoned by development.
