[66] Dependent on a phenomenon with root (sahetuka dhamma), a phenomenon without root (ahetuka dhamma) arises, not by root condition (na-hetupaccayā): dependent on the aggregates (khandhā) accompanied by doubt (vicikicchā) [or] accompanied by restlessness (uddhacca), there arises the delusion (moha) accompanied by doubt [or] accompanied by restlessness.
Dependent on a phenomenon without root, a phenomenon without root arises, not by root condition: dependent on one aggregate without root … at the moment of rebirth-linking (paṭisandhikkhaṇa) … up to the non-percipient beings (asaññasattā); dependent on the eye base (cakkhāyatana), there arises eye-consciousness (cakkhuviññāṇa); dependent on the body base (kāyāyatana), there arises body-consciousness (kāyaviññāṇa); dependent on the base (vatthu), there arise the aggregates without root, and delusion.
