[401] In dependence on a phenomenon (dhamma) that is not clinging (no-upādāna), a phenomenon that is not clinging arises, not by root condition (na-hetupaccaya):
In dependence on one rootless (ahetuka) aggregate that is not clinging … At the moment of rootless rebirth-linking (paṭisandhi), up to the non-percipient beings (asaññasattā): in dependence on the eye sense base (cakkhāyatana), eye-consciousness [arises]; in dependence on the body sense base (kāyāyatana), body-consciousness [arises]; in dependence on the base (vatthu), the rootless aggregates that are not clinging [arise]; in dependence on the aggregates accompanied by doubt (vicikicchā), accompanied by restlessness (uddhacca), and the base, delusion (moha) accompanied by doubt, accompanied by restlessness [arises].
