[1396] Dependent on a phenomenon (dhamma) that is not a root (na-hetu) and is not cognizable by some (na-kenaciviññeyya), a root (hetu) phenomenon cognizable by some [consciousness] (kenaciviññeyya) arises by root condition (hetupaccayā).
