[1398] Dependent on a phenomenon (dhamma) that is not a not-root (na-nahetu) and is not cognizable by some (na-kenaciviññeyya), a not-root (na-hetu) phenomenon not cognizable by some [consciousness] (kenacinaviññeyya) arises by root condition (hetupaccayā).
