[211] Dependent on a not-root (na-hetu) phenomenon (dhamma) not associated with neither-painful-nor-pleasant feeling (na-adukkhamasukhāya vedanāya sampayutta), a not-root phenomenon not associated with neither-painful-nor-pleasant feeling arises by root condition (hetupaccayā).
