[701] Dependent on a fixed (niyata) phenomenon (dhamma) that is invisible and non-impinging (anidassana-appaṭigha), a phenomenon that is not fixed (na-niyata) and is not invisible and non-impinging (na-anidassana-appaṭigha) arises by root condition (hetupaccayā).
