[227] Bhikkhus, an act of suspension (ukkhepanīyakamma) for not making amends for an offense (āpatti) that possesses three factors is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya, and one that is badly settled: it is done not face to face; it is done without interrogation; it is done without the acknowledgment (of the accused). Bhikkhus, an act of suspension for not making amends for an offense that possesses these three factors is indeed an act not in accordance with the Dhamma, an act not in accordance with the Vinaya, and one that is badly settled.
