Khuddakavatthukkhandhaka

[55] Now at that time bhikkhus, having torn cloth apart with their hands, sewed robes. The robe was uneven (frayed at the edges). They reported this matter to the Blessed One. … "Bhikkhus, I allow a small knife (satthaka) and a piece of felt (namataka)."
