[54] Now at that time bhikkhus removed (nīharanti) scraps of food, bones, and leftover water with their bowls. People complained, criticized, and spread it about, saying: "The very vessel in which these ascetics, sons of the Sakyan, eat is itself their refuse-receptacle." They reported this matter to the Blessed One. …
"Bhikkhus, scraps of food, bones, or leftover water should not be removed with the bowl. Whoever should remove them thus commits an offense of wrong-doing (dukkaṭa). I allow, bhikkhus, a receptacle (paṭiggaha)."
