[1170] "Venerable sir, endowed with how many factors should a bhikkhu not speak in the Saṅgha?"
"Upāli, endowed with five factors a bhikkhu should not speak in the Saṅgha. With which five? He does not know the offense (āpatti); he does not know the origination of the offense; he does not know the procedure regarding the offense; he does not know the settling of the offense; he is not skilled in the deciding of offenses. Endowed with these five factors, Upāli, a bhikkhu should not speak in the Saṅgha.
"Upāli, endowed with five factors a bhikkhu may speak in the Saṅgha. With which five? He knows the offense; he knows the origination of the offense; he knows the procedure regarding the offense; he knows the settling of the offense; he is skilled in the deciding of offenses. Endowed with these five factors, Upāli, a bhikkhu may speak in the Saṅgha.
"Endowed with five further factors, Upāli, a bhikkhu should not speak in the Saṅgha. With which five? He does not know the legal issue (adhikaraṇa); he does not know the origination of the legal issue; he does not know the procedure regarding the legal issue; he does not know the settling of the legal issue; he is not skilled in the deciding of legal issues. Endowed with these five factors, Upāli, a bhikkhu should not speak in the Saṅgha.
"Upāli, endowed with five factors a bhikkhu may speak in the Saṅgha. With which five? He knows the legal issue; he knows the origination of the legal issue; he knows the procedure regarding the legal issue; he knows the settling of the legal issue; he is skilled in the deciding of legal issues. Endowed with these five factors, Upāli, a bhikkhu may speak in the Saṅgha.
"Endowed with five further factors, Upāli, a bhikkhu should not speak in the Saṅgha. With which five? He is one who speaks overbearingly; he is one who speaks without having had leave granted; he is not one who charges according to the rule, according to the Vinaya, according to the offense; he is not one who deals with (the offender) according to the rule, according to the Vinaya, according to the offense; he is not one who answers according to his view. Endowed with these five factors, Upāli, a bhikkhu should not speak in the Saṅgha.
"Upāli, endowed with five factors a bhikkhu may speak in the Saṅgha. With which five? He does not know the formal act (kamma); he does not know the performing of the formal act; he does not know the basis of the formal act; he does not know the procedure of the formal act; he does not know the settling of the formal act. Endowed with these five factors, Upāli, a bhikkhu should not speak in the Saṅgha.
"Upāli, endowed with five factors a bhikkhu may speak in the Saṅgha. With which five? He knows the formal act; he knows the performing of the formal act; he knows the basis of the formal act; he knows the procedure of the formal act; he knows the settling of the formal act. Endowed with these five factors, Upāli, a bhikkhu may speak in the Saṅgha.
"Endowed with five further factors, Upāli, a bhikkhu should not speak in the Saṅgha. With which five? He does not know the subject (vatthu); he does not know the origin story (nidāna); he does not know the laying down of the rule (paññatti); he does not know the wording added afterwards; he does not know the sequence of connected discourse. Endowed with these five factors, Upāli, a bhikkhu should not speak in the Saṅgha.
"Upāli, endowed with five factors a bhikkhu may speak in the Saṅgha. With which five? He knows the subject; he knows the origin story; he knows the laying down of the rule; he knows the wording added afterwards; he knows the sequence of connected discourse. Endowed with these five factors, Upāli, a bhikkhu may speak in the Saṅgha.
"Endowed with five further factors, Upāli, a bhikkhu should not speak in the Saṅgha. With which five? He takes a wrong course through desire; he takes a wrong course through hatred; he takes a wrong course through delusion; he takes a wrong course through fear; and he is shameless. Endowed with these five factors, Upāli, a bhikkhu should not speak in the Saṅgha.
"Upāli, endowed with five factors a bhikkhu may speak in the Saṅgha. With which five? He does not take a wrong course through desire; he does not take a wrong course through hatred; he does not take a wrong course through delusion; he does not take a wrong course through fear; and he has a sense of shame. Endowed with these five factors, Upāli, a bhikkhu may speak in the Saṅgha.
"Endowed with five further factors, Upāli, a bhikkhu should not speak in the Saṅgha. With which five? He takes a wrong course through desire; he takes a wrong course through hatred; he takes a wrong course through delusion; he takes a wrong course through fear; and he is not skilled in the Vinaya. Endowed with these five factors, Upāli, a bhikkhu should not speak in the Saṅgha.
"Upāli, endowed with five factors a bhikkhu may speak in the Saṅgha. With which five? He does not take a wrong course through desire; he does not take a wrong course through hatred; he does not take a wrong course through delusion; he does not take a wrong course through fear; and he is skilled in the Vinaya. Endowed with these five factors, Upāli, a bhikkhu may speak in the Saṅgha.
"Endowed with five further factors, Upāli, a bhikkhu should not speak in the Saṅgha. With which five? He does not know the motion (ñatti); he does not know the performing of the motion; he does not know the proclamation of the motion; he does not know the settlement of the motion; he does not know the resolution of the motion. Endowed with these five factors, Upāli, a bhikkhu should not speak in the Saṅgha.
"Upāli, endowed with five factors a bhikkhu may speak in the Saṅgha. With which five? He knows the motion; he knows the performing of the motion; he knows the proclamation of the motion; he knows the settlement of the motion; he knows the resolution of the motion. Endowed with these five factors, Upāli, a bhikkhu may speak in the Saṅgha.
"Endowed with five further factors, Upāli, a bhikkhu should not speak in the Saṅgha. With which five? He does not know the sutta; he does not know what conforms to the sutta; he does not know the Vinaya; he does not know what conforms to the Vinaya; and he is not skilled in what is proper and what is improper. Endowed with these five factors, Upāli, a bhikkhu should not speak in the Saṅgha.
"Upāli, endowed with five factors a bhikkhu may speak in the Saṅgha. With which five? He knows the sutta; he knows what conforms to the sutta; he knows the Vinaya; he knows what conforms to the Vinaya; and he is skilled in what is proper and what is improper. Endowed with these five factors, Upāli, a bhikkhu may speak in the Saṅgha.
"Endowed with five further factors, Upāli, a bhikkhu should not speak in the Saṅgha. With which five? He does not know the Dhamma; he does not know what conforms to the Dhamma; he does not know the Vinaya; he does not know what conforms to the Vinaya; and he is not skilled in what comes before and after. Endowed with these five factors, Upāli, a bhikkhu should not speak in the Saṅgha.
"Upāli, endowed with five factors a bhikkhu may speak in the Saṅgha. With which five? He knows the Dhamma; he knows what conforms to the Dhamma; he knows the Vinaya; he knows what conforms to the Vinaya; and he is skilled in what comes before and after. Endowed with these five factors, Upāli, a bhikkhu may speak in the Saṅgha."
