[586] Where was the pācittiya laid down for a bhikkhunī who, being told by a bhikkhunī,¹ "Come, noble lady, settle this legal issue (adhikaraṇa)," having consented, saying "Very well," neither settles it nor makes an effort toward its settlement? — It was laid down at Sāvatthī.
Concerning whom? — Concerning the bhikkhunī Thullanandā.
On account of what matter? — On account of the matter that the bhikkhunī Thullanandā, being told by a bhikkhunī, "Come, noble lady, settle this legal issue," having consented, saying "Very well," neither settled it nor made an effort toward its settlement.
There is one laying down of the rule (paññatti). Of the six origins of offenses (āpattisamuṭṭhāna), it originates by one origin (as in the dhuranikkhepa [laying-down-of-the-burden] rule).
