"It was laid down at Sāvatthī."
"Concerning whom?"
"Concerning a certain bhikkhunī."
"In regard to what matter?"
"In regard to the matter of a certain bhikkhunī wearing a hip ornament."
There is one laying down (paññatti). Of the six origins of offenses (āpattisamuṭṭhāna), it arises through two origins (as in the Eḷakaloma rule).
