[621] "And this, bhikkhus, is how it should be done. First, the Assaji-Punabbasuka bhikkhus should be charged; having been charged, they should be made to acknowledge (the matter); having been made to acknowledge it, they should be charged with the offence; having charged them with the offence, a competent and capable bhikkhu should inform the Saṅgha:
'Venerable sirs, let the Saṅgha hear me. These Assaji-Punabbasuka bhikkhus are corrupters of families (kuladūsakā), of bad conduct. Their bad conduct is both seen and heard, and families corrupted by them are both seen and heard. If it is the right time for the Saṅgha, let the Saṅgha carry out an act of banishment (pabbājanīyakamma) from Kīṭāgiri against the Assaji-Punabbasuka bhikkhus, so that the Assaji-Punabbasuka bhikkhus are not to dwell in Kīṭāgiri.' This is the motion (ñatti).
'Venerable sirs, let the Saṅgha hear me. These Assaji-Punabbasuka bhikkhus are corrupters of families, of bad conduct. Their bad conduct is both seen and heard, and families corrupted by them are both seen and heard. The Saṅgha carries out the act of banishment from Kīṭāgiri against the Assaji-Punabbasuka bhikkhus, so that the Assaji-Punabbasuka bhikkhus are not to dwell in Kīṭāgiri. Whichever venerable one approves of the carrying out of the act of banishment from Kīṭāgiri against the Assaji-Punabbasuka bhikkhus—that the Assaji-Punabbasuka bhikkhus are not to dwell in Kīṭāgiri—let him be silent; whoever does not approve, let him speak.
'For a second time also I state this matter. … For a third time also I state this matter. Venerable sirs, let the Saṅgha hear me. … let him speak.
'The act of banishment from Kīṭāgiri against the Assaji-Punabbasuka bhikkhus has been carried out by the Saṅgha: the Assaji-Punabbasuka bhikkhus are not to dwell in Kīṭāgiri. It is approved by the Saṅgha; therefore it is silent. Thus do I hold it.'"
