[651] "Whatever" (yo pana): whoever, of whatever sort … "Bhikkhu": … this is the bhikkhu intended in this sense.
"Knows" means: he knows by himself, or others inform him, or that person himself informs him.
"Under twenty years of age" means: one who has not reached twenty years.
Thinking, "I shall confer the full ordination (upasampadā)," he searches for a group (gaṇa), or a teacher (ācariya), or a bowl, or a robe, or he authorizes a boundary (sīmā): an offense of wrong-doing (dukkaṭa). With the motion (ñatti), a dukkaṭa. With the two proclamations of the act (kammavācā), two dukkaṭas. At the conclusion of the proclamations of the act, for the preceptor (upajjhāya) there is an offense of expiation (pācittiya); for the group and for the teacher, an offense of dukkaṭa.
