[806] Origin at Sāvatthī. Now at that time the group-of-six bhikkhus went about in inhabited areas looking here and there. … "I will go with eyes lowered in inhabited areas" — thus the training is to be observed.
One should go in inhabited areas with eyes lowered, looking ahead the distance of a plough's yoke. Whoever, out of disrespect, goes in inhabited areas looking here and there commits an offense of wrong-doing (dukkaṭa).
There is no offense: for one who acts unintentionally; for one who is unmindful; for one who does not know; for one who is ill; in emergencies; for one who is insane; for the first offender.
