[816] Origin at Sāvatthī. Now at that time the group-of-six bhikkhus went about in inhabited areas swinging their arms, letting their arms dangle. …
"I shall not go swinging my arms in inhabited areas" — thus the training is to be undertaken.
One should not go swinging the arms in inhabited areas; one should go keeping the arms drawn in. Whoever, out of disrespect, goes swinging the arms in inhabited areas, letting the arms dangle, commits an offence of wrong-doing (dukkaṭa).
There is no offence: for one who acts unintentionally; for one who is unmindful; for one who does not know; for one who is ill; in emergencies; for one who is mad; for the first offender.
