"'I will sit well-restrained in an inhabited area' — this is a training to be undertaken."
One should sit well-restrained in an inhabited area. Whatever bhikkhu, out of disrespect, sits in an inhabited area playing about with a hand or a foot, commits an offence of wrong-doing (dukkaṭa).
There is no offence: if it is unintentional; if he is unmindful; if he does not know; if he is ill; in emergencies; if he is insane; if he is the first offender.
