[28] "This one too": this is said with reference to the former ones.
"Is pārājikā": just as a palmyra tree with its crown cut off is incapable of further growth, even so a bhikkhunī who completes the eighth ground (vatthu) is not an ascetic, not a daughter of the Sakyan; therefore it is said, "she is pārājikā."
"Not in communion": communion (saṃvāsa) means a single (common) formal act, a single recitation, equality in the training — this is called communion. That does not exist together with her; therefore it is said, "not in communion."
