Sixteen elements do not have roots to be abandoned by seeing; two elements sometimes have roots to be abandoned by seeing, sometimes do not have roots to be abandoned by seeing. Sixteen elements do not have roots to be abandoned by development; two elements sometimes have roots to be abandoned by development, sometimes do not have roots to be abandoned by development. Fifteen elements are without initial application (avitakkā); the mind-consciousness element (manoviññāṇadhātu) is with initial application; two elements are sometimes with initial application, sometimes without initial application.
