[1069] For whom the verbal formation (vacīsaṅkhāra) will not arise, will the mental formation (cittasaṅkhāra) not arise for him?
Those immediately after whose mind (citta) the final mind (pacchimacitta), without thought-conception (vitakka) and without discursive thought (vicāra), will arise — for them the verbal formation will not arise, but it is not the case that the mental formation will not arise for them. For those endowed with the final mind, the verbal formation will not arise and the mental formation will not arise.
Or, for whom the mental formation will not arise, will the verbal formation not arise for him?
