Abhidhammapiṭaka · Yamaka (1) · Vol. 38 · Section 323

[323] "For whomever the eye base (cakkhāyatana) does not arise, does the dhamma base (dhammāyatana) not arise for that one?" For those being reborn without eyes, the eye base does not arise for them, but it is not the case that the dhamma base does not arise for them. For all those passing away, both the eye base does not arise for them and the dhamma base does not arise. "Or rather, for whomever the dhamma base does not arise, does the eye base not arise for that one?" Yes.
