[814] For whomever the eye element (cakkhudhātu) arises, does the mind-consciousness element (manoviññāṇadhātu) arise for him?

Or, for whomever the mind-consciousness element arises, does the eye element arise for him?
For those with mind (sacittaka) but without eye who are being reborn, the mind-consciousness element arises for them, but the eye element does not arise for them. For those with mind and with eye who are being reborn, for them both the mind-consciousness element arises and the eye element arises.
