For those with mind (sacittaka) but without eye (acakkhuka) who are taking rebirth (upapajjantānaṃ), the mind-faculty arises for them, but the eye-faculty does not arise for them; for those with eye (sacakkhuka) who are taking rebirth, for them both the mind-faculty arises and the eye-faculty arises.
