[173] For whomever, wherever, wholesome phenomena (kusalā dhammā) do not arise, will unwholesome phenomena (akusalā dhammā) not arise for that one there?
For all (beings) at the moment of dissolution (bhaṅgakkhaṇa) of mind (citta), and at the moment of arising (uppādakkhaṇa) of a mind dissociated from the wholesome: for them there, wholesome phenomena do not arise, but it is not the case that, for them there, unwholesome phenomena will not arise. At the moment of dissolution of the supreme path (aggamagga); for Arahants; for those who, in immediate succession to whatever mind, will obtain the supreme path — at the moment of dissolution of that mind; and for non-percipient beings (asaññasattā): for them there, wholesome phenomena do not arise, and unwholesome phenomena will not arise.
Or else, for whomever, wherever, unwholesome phenomena will not arise, do wholesome phenomena not arise for that one there?
At the moment of arising of the supreme path; and for those who, in immediate succession to whatever mind, will obtain the supreme path — at the moment of arising of that mind: for them there, unwholesome phenomena will not arise, but it is not the case that, for them there, wholesome phenomena do not arise. At the moment of dissolution of the supreme path; for Arahants; for those who, in immediate succession to whatever mind, will obtain the supreme path — at the moment of dissolution of that mind; and for non-percipient beings: for them there, unwholesome phenomena will not arise, and wholesome phenomena do not arise.
