[184] For whom wholesome phenomena (kusalā dhammā) did not arise, will indeterminate phenomena (abyākatā dhammā) not arise for that one? There is none. Or else, for whom indeterminate phenomena will not arise, did wholesome phenomena not arise for that one? They arose.
