[251] For whom and where wholesome phenomena (kusalā dhammā) do not cease, did unwholesome phenomena (akusalā dhammā) not cease for that one there?
For all, at the moment of the arising of mind (citta), and at the moment of the dissolution of a mind dissociated from the wholesome, wholesome phenomena do not cease for them there, but it is not the case that unwholesome phenomena did not cease for them there. For those of the Pure Abodes (Suddhāvāsa) while the second mind is occurring, and for non-percipient beings (asaññasattā), for them there both wholesome phenomena do not cease and unwholesome phenomena did not cease.
Or rather, for whom and where unwholesome phenomena did not cease, do wholesome phenomena not cease for that one there?
