[347] For whomever, wherever, wholesome phenomena (dhammā) do not arise, have unwholesome phenomena never ceased for that one there?
For all [beings] at the moment of the dissolution of mind (citta) and at the moment of the arising of a mind dissociated from the wholesome, wholesome phenomena do not arise for them there, but it is not the case that unwholesome phenomena have never ceased for them there. For beings of the Pure Abodes (Suddhāvāsa) while the second mind is occurring, and for non-percipient beings (asaññasattā), wholesome phenomena do not arise for them there, and unwholesome phenomena have never ceased.
Or, for whomever, wherever, unwholesome phenomena have never ceased, do wholesome phenomena not arise for that one there?
