[231] A phenomenon (dhamma) with thought-conception and discursive thought (savitakka-savicāra) is a condition for a phenomenon without thought-conception and without discursive thought (avitakka-avicāra) by way of mutuality condition (aññamañña-paccaya).
At the moment of rebirth-linking (paṭisandhikkhaṇa), the aggregates (khandhā) with thought-conception and discursive thought are a condition for the base (vatthu) by way of mutuality condition.
