[233] A phenomenon (dhamma) with thought and examination (savitakka-savicāra) is a condition for a phenomenon without thought and with examination only (avitakka-vicāramatta) and for a phenomenon without thought and without examination (avitakka-avicāra) by way of mutuality condition (aññamañña-paccaya).
At the moment of rebirth-linking (paṭisandhikkhaṇa), the aggregates (khandhā) with thought and examination are a condition for thought (vitakka) and for the base (vatthu) by way of mutuality condition.
