[249] A phenomenon (dhamma) without thought and with examination only (avitakka-vicāramatta) and a phenomenon without thought and without examination (avitakka-avicāra) are a condition for a phenomenon with thought and with examination (savitakka-savicāra) by mutuality condition (aññamañña-paccaya).
At the moment of rebirth-linking (paṭisandhikkhaṇa), thought (vitakka) and the base (vatthu) are a condition for the aggregates (khandha) with thought and with examination by mutuality condition.
