[314] A phenomenon (dhamma) that is without thought-conception and has mere discursive thought (avitakka-vicāramatta) is a condition, by way of repetition condition (āsevana-paccaya), for a phenomenon that is with thought-conception and with discursive thought (savitakka-savicāra):
Each preceding thought-conception (vitakka) is a condition, by way of repetition condition, for each succeeding [set of] aggregates (khandhā) that are with thought-conception and with discursive thought.
