Paccanīyapaṭṭhāna

[317] A phenomenon (dhamma) that is without thought-conception and has mere discursive thought (avitakka-vicāramatta) is a condition for a phenomenon that has thought-conception and discursive thought (savitakka-savicāra) and for a phenomenon that is without thought-conception and has mere discursive thought, by repetition condition (āsevana-paccaya). Each preceding thought-conception (vitakka) is a condition for each succeeding [set of] aggregates that have thought-conception and discursive thought, and for the [succeeding] thought-conception, by repetition condition.
