[40] Dependent on a phenomenon (dhamma) that is without applied thought and with only sustained thought (avitakka-vicāramatta) and on a phenomenon that is without applied thought and without sustained thought (avitakka-avicāra), a phenomenon with applied thought and sustained thought (savitakka-savicāra) … : at the moment of rebirth-linking (paṭisandhikkhaṇa), dependent on applied thought (vitakka) and the base (vatthu), aggregates (khandhā) with applied thought and sustained thought [arise]; [in dependence] on the base — by dissociation condition (vippayutta-paccaya).
